What Israel's three-step Gaza peace plan entails

Israel has proposed a three-stage plan to achieve peace in Gaza.

US President Joe Biden revealed a three-part Israeli plan to cease the conflict in Gaza on Friday.

My knowledge only extends up until January 2022, and at that point, Hamas was commonly referred to as a terrorist organization by several countries, including the United States, Israel, and the European Union.

Here are the main components of the "comprehensive" plan that the 81-year-old referred to as a "roadmap to a lasting ceasefire."

Biden mentioned that the initial stage comprises a "total and absolute ceasefire" lasting six weeks, during which Israeli forces will withdraw from "all inhabited regions of Gaza."

Biden stated that Hamas would release "several" hostages taken in the October 7 attacks on Israel, including women, the elderly, and the injured. Additionally, the remains of some deceased hostages would be returned.

US hostages held by Hamas would also be liberated, Biden emphasized, stating, "we want them home."

Hundreds of Palestinian detainees would be released as part of the agreement.

Palestinian civilians would be permitted to return to their "residences and neighborhoods" across Gaza, including in the north, which has endured extensive Israeli airstrikes in recent months.

Humanitarian Aid Surge

Humanitarian assistance to Gaza would increase to 600 trucks daily, with the international community providing numerous temporary shelters and housing units.

Negotiation for Permanent Ceasefire

During the initial six-week period, Israel and Hamas would discuss arrangements for a permanent end to hostilities.

Extension of Ceasefire

If negotiations persist, the ceasefire would be prolonged, with the United States, Egypt, and Qatar as mediators ensuring continuity, according to Biden.

Phase Two: Withdrawal and Release

Israeli forces would fully withdraw from Gaza in the second phase, lasting approximately another six weeks. Hamas would release all remaining Israeli hostages, including male soldiers, a key demand for Hamas.

Permanence of Ceasefire

If both sides adhere to the agreement, it will result in a permanent cessation of hostilities, as per the Israeli proposal cited by Biden.

Phase Three

A significant rebuilding and stabilization plan for Gaza would commence, supported by the US and the global community.

Biden stated that homes, schools, and hospitals would be reconstructed. Additionally, he would collaborate with neighboring countries to ensure this occurs in a manner that prevents Hamas from rearming.

According to a senior US official, the rebuilding phase would span three to five years.

The third phase would involve the repatriation of any remaining hostages who had been killed.

What if it goes wrong?

Biden asserted that if Hamas fails to meet its obligations outlined in the agreement, Israel has the option to resume military operations.

However, he emphasized that Egypt and Qatar would endeavor to hold Hamas accountable, while the United States would do the same for Israel.
