Biden, eighty-one, rarely made tiny grammatical errors in his speech. He once had a little trouble pronouncing the word "Ukraine."

"The American people are aware of what would occur in the event that NATO were to dissolve: another conflict in Europe, American soldiers fighting and losing their lives, despots sowing discord, financial collapse, and disaster. "If our fellow democracies are not secure, we cannot be secure," as President Reagan famously said.

As he called Stoltenberg to the stage to receive the honor, Biden concluded his remarks at the Andrew W. Mellon Auditorium. The North Atlantic Treaty was signed at this very location in 1949.

Biden remarked, "Today, NATO is smarter, more energized, and stronger than when you began." "And for years to come, a billion people in Europe, North America, and really the entire world, will benefit from your labor in the form of increased freedom, opportunity, and security."
