P. Chidambaram and Jairam Ramesh dismissed Modi's allegation that the Manmohan Singh government was planning for a Muslim budget in 2013. Prime Minister Narendra Modi claimed on Wednesday that the Congress intended to introduce a separate Muslim budget, alleging that they had proposed it previously during his tenure as Chief Minister of Gujarat, which he opposed at that time. The Congress called this allegation outrageous and hallucinatory. Chidambaram refuted Modi's claim, stating that Dr. Manmohan Singh had not devised a plan to allocate 15% of the Union Budget exclusively for Muslims, and criticized Modi's speechwriters for their imbalance.

"Article 112 of the Constitution of India contemplates only one Annual Financial statement, which is the Union Budget. How can there be two budgets?" Chidambaram wrote on X.

Jairam Ramesh, Congress general secretary, described Modi's assertion of a 'Muslim budget' as "typical Modi bombast and bogusness." He clarified that in reality, during 2013, Manmohan Singh was setting up a committee of chief ministers on agriculture, and it was only after that Modi became the Prime Minister.

At a rally in Maharashtra's Nashik, Narendra Modi stated that the Congress aimed to allocate 15% of the government budget for minorities. He opposed this proposal, indicating that if the Congress were elected, they would create two budgets based on religion. He asserted that he would not allow the budget to be divided into a 'Hindu budget' and 'Muslim budget,' nor would he permit reservations based on religion.

This statement emerged amid debate over Narendra Modi's clarification that he never engaged in Hindu-Muslim politics; instead, he was solely revealing the Congress's politics of appeasement. The Congress accused the Prime Minister of engaging in divisive politics, particularly following a recent speech where Modi, while discussing 'wealth redistribution,' mentioned 'infiltrators' and 'those who have more children.' However, in a subsequent interview, he clarified that his remarks were not directed towards Muslims but rather towards economically disadvantaged families.
